Sub: Last date for submitting applications for Scrip based FTP Schemes and validity period of Duty Credit Scrips

 

Dear Members,

Greetings from CAPEXIL.

In order to facilitate the exporting community and promoting India’s exports, the Director General of Foreign Trade, in exercise of powers conferred by Section 5 of the Foreign Trade (Development and regulation) Act, 1992, read with paragraph 1.02 of the Foreign Trade Policy, 2015-2020 and the enabling Para 3.13 of the FTP, the Central Government has inserted the following in the Foreign Trade Policy, 2015-2020 with immediate effect  vide Notification No. 26/2015-2020 dated 16.09.2021 (Copy attached).

The DGFT vide Notification No. 26/2015-2020 dated 16.09.2021 has notified the new last date for application of various MEIS / SEIS / RoSTL and ROSL pending schemes of Chapter 3.  As per the Notification the Last Date for submitting online applications stands revised to 31.12.2021 for the following Schemes i.e.

  1. a) MEIS (for exports made in the period (s) 01.07.2018 to 31.03.2019, 01.04.2019 to 31.03.2020 and 01.04.2020 to 31.12.2020)
  2. b) SEIS for Services rendered in FY 18-19 & FY 19-20
  3. c) 2% additional ad hoc incentive under para 3.25 for period 01.01.2020 to 31.03.2020
  4. d) ROSCTL for Exports from 07.03.2019 to 31.12.2020
  5. e) ROSL for Exports made upto 06.03.2019 for which claims  have not yet been disbursed under scrip mechanism.

The Member exporters are hereby informed that after 31.12.2021, no further applications would be allowed to be submitted and will be considered time-barred by DGFT Authority.

The new late cut for applications submitted upto 31.12.2021 as per Para 9.02 shall be as follows:

  1. a) MEIS FY 2018-19 (01.07.2018 to 31.03.20219) – 10%
  2. b) SEIS FY 2018-19 – 5%
  3. c) Rest applications submitted by 31.12.2021 NIL late cut.

The validity of the Scrips issued after 16.09.2021 will now be 12 Months from the date of issue of the scrip.   Member exporters are requested to take note of the above and avail the benefits.
